Biosketch:
Mr. Bailey is a Contract Specialist with the National Institutes of Health/National Institute of Diabetes and Digestive and Kidney Diseases (NIH/NIDDK). Prior to joining NIDDK in November 2006, he was the Small Business Advisor to the U.S. Army Materiel Command (AMC) where he provided Command Group guidance in support of the AMC Small Business Program. Mr. Bailey began his federal career service with the Department of the Army as a Contract Specialist intern with the Defense Contracting Command-Washington (DCC-W) Pentagon, Acquisition Directorate. His contracting experience ranges from basic Army research and development to major DoD health care information systems. He is a Level III DoD Certified Acquisition Procurement Professional and holds a B.A. degree in Political Science from the University of Massachusetts.
